Conference
For
Road Construction
And
Land Disturbing
Activities
The Planning Commission along with
the offices of the Bradley County Engineer and the Pike Road Superintendent
have implemented a procedure requiring a pre-construction conference on all new
roads that are to be constructed in the county. This is being done for the
benefit of the developer as well as the County. Construction procedures and
requirements will be discussed along with foreseeable problem areas. This is
also a time for the owner/developer to ask questions and voice concerns. The
Owner/Developer and/or Contractor
is asked to contact
the
County
Engineer
to set a meeting time. It will be helpful if all interested parties are in
attendance.

1.
Owner/developer and/or contractor should contact
the
County
Engineer
to set up a time for the pre-construction conference that allows all interested
parties to attend. The owner/developer should have a list of who is responsible
for what activities, (ex: erosion control, grading, drainage structures,
paving, curb). Contact names and numbers should be provided for each of these
along with the owner/developer.
2.
Drainage and erosion control plans must be submitted
for approval before any work begins. These Plans must be followed during
development. A Certified Erosion Control Contractor (a person who has received
training and is certified by the Tennessee Department of Environment and
Conservation) is required to inspect and maintain all
erosion and sediment control practices.
3.
Show proof of application for any required
Environmental Permits. Provide NOI Tracking # from TDEC for land disturbance
activity.
4.
Road Profile showing existing and proposed must
be submitted and followed during development. This must be approved before any
testing or acceptance of any part of the construction.
5.
Keep inspector informed of when you will be
working. Testing is required during the construction process. All areas of each
phase must be complete before testing is requested on that phase.
6.
NO mainline utilities under pavement. All
utilities shall be placed a minimum of 2’ from the back of curb or 4’ from the
edge of pavement if no curb is used. All utilities that cross under road shall
be backfilled with gravel.
7.
Have surveyor establish and mark right-of-way
and centerline before requesting sub-grade densities.
8.
Cul-de-sacs will have a 50’ radius right-of-way
and a 40’ radius edge-of-pavement. All temporary cul-de-sacs will be paved.
9.
Decel lanes are
required for any development that has 25 or more lots. The
decel
lane shall be 11’ wide from curb to existing edge-of-pavement or 12’ from EOP
to EOP and shall be 100’ long plus a 50’ taper, paved to the same standards as
the roadway. If a drainage tile is needed under the
decel
lane, catch basins shall be placed no further than 60’ apart for clean out
purposes.
10.
Catch
basins and/or spillways at curb cuts are required so that water is removed from
the roadway at intervals of 400’ or less. Stabilize all outfall areas with
rip-rap or sod. Stabilize all areas around concrete spillways to prevent
undermining of spillway or road.
11.
Curb
inlet – No flat grates. Wide throats as shown in detail. Slope
drains shall be provided on steep slopes to prevent erosion.
12.
All
curb cuts will require a concrete spillway eight (8) feet in length and four
(4) feet wide. These spillways shall be backfilled and stabilized to prevent
undermining of the spillways and the roadbed.
13.
Any
slopes steeper than 2:1 shall have sod staked on them.
14.
Typical section – Follow Type I or Type II detail. ½ : 12 slope behind curb
or on shoulder.
15.
Road
is to be constructed of 5” of base stone, 2” of asphalt binder and 1” of
asphalt topping.
16.
Curbs
– 6” extruded concrete. Maintain correct distance between curbs.
17.
Install
road signs at proper locations. Bottom of Stop sign should be 5’ above edge of
pavement surface. Street name signs are green with white or silver letters. All
existing and new roads will have a sign.
18.
Once
the construction process is complete the owner/developer shall submit a
’Request for Acceptance of New Roads’ along with a
‘Contractor Warranty’ for the road.
19.
Contact
County Engineer and pay testing costs.
20.
Once
these items are complete the appropriate information and forms will be
forwarded to the Road Committee. The Committee will review these roads and make
a recommendation for denial or acceptance of the roads.
