Minimum Standard Housing

Bradley County has adopted the Standard Housing Code 1997 Edition SBCCI  and the Unsafe Building Abatement Code 1985 Edition SBCCI.

The purpose of the code is to provide the basic minimum housing standards deemed essential for safe and healthful living.  The code provides the minimum requirements necessary to maintain any residential occupancy in a safe and sanitary condition.

In order to investigate a possible code violation, a formal complaint request for evaluation must be completed. This office does not address anonymous complaints. (You may wish to contact your County Commisioner to see if they would file a formal complaint request for evaluation form for you if you wish to remain anonymous.)  A case file will be opened if the complaint is confirmed. 
 
In all cases, the responsible party (Property Owner) must be provided notice of the complaint.  They must also be provided with a reasonable time period in which to correct the violation(s).  This may be as simple as a visit from our inspector or as difficult and timely as sending notice via certified mail, having to request an administrative search warrant and could include a possible citiation to court.  The Respondent(s) also has/have the right to an appeal of any determination made by this office to the Housing Board of Adjustment and Appeals.  Regardless of the type of service for the Respondent(s) in your particular case, please rest assured that your complaint is important and will be handled in the most expeditious and appropriate manner.
 
If you would like to request an evaluation of a property, please download and complete the Formal Complaint Request for Evaluation and return it to the Bradley County Building Inspections office located at 155 Broad Street, NW, Cleveland, TN, 37311.
Housing Board of Adjustment and Appeals

Where the literal application of the requirements of the Standard Housing Code would appear to cause undue hardship on an owner or tenant or when it is claimed the true intent and meaning of the code or any of the reglations therein have been misconstrued or wrongly interpreted, the owner of such building or structure, or his duly authorized agent, may appeal the decision of the building inspector to the Housing Board of Adjustments and Appeals.

Any person receiving written notice from the building ispector of deficiencies in their property under this code may within 30 days following the date of such notice enter an appeal in writing to the Housing Board of Adjustment and Appeals.  The appeal should state your name, address and contact phone number, the location of the property, the date of the notice and vioations, and state the variance or modification requested, the reason for it, and the hardship condition upon which the appeal is being made.  The appeal should be mailed to the Bradley County Engineer at 155 Broad Street, NW, Cleveland, TN, 37311. 

Upon receipt of the appeal all parties would be notified and a hearing date and time would be set.
